The tax was approved in a seven to five vote.
Council member Jane Andrews opposed the tax.
According to Andrews, the tax will drive away people from town.
Meanwhile, supporter Jones said the hike will help balance the budget.

A student who lost a foot has sued the school district.

Rick Peters was run over by the school bus last year.
He now wants half a million dollars in damages.
The jury found the school not to negligent two months ago.
Attorney Betty burns requested a retrial last month.
According to burns, the previous decision was perverse.
